Flertallet la til grunn at adgangen til \u00e5 vedta rekkef\u00f8lgebestemmelser ikke bare begrenses av l\u00e6ren om myndighetsmisbruk, men at \u00a7 12-7 nr. 10 inneholder visse skranker for forvaltningen. Hvor kommunen ikke selv har til hensikt \u00e5 utf\u00f8re tiltaket, kan det bare oppstilles rekkef\u00f8lgebestemmelser for \u00e5 dekke reelle behov som utl\u00f8ses eller forsterkes av utbyggingen, eller for \u00e5 avhjelpe ulemper denne f\u00f8rer til. Det m\u00e5 v\u00e6re en slik relevant og n\u00e6r sammenheng mellom tiltaket og utbyggingsprosjektet at det er berettiget \u00e5 kreve at utbyggingen gjennomf\u00f8res i en bestemt rekkef\u00f8lge.
